Sir/madam, only the layers shared by the stakeholders that don't have download restrictions are the ones you can download on the website. Please check out the link below for the PGP Data Inventory.

To download a layer, load it to the map and then click on the Download button (down arrow symbol) on the right side of the screen. 

If there's a restriction to the layer, you can contact directly the data owner to request the data.

"Note: Only the loaded layers that are downloadable and with no restrictions are displayed (you can download the list here). The current map extent displayed or the map as seen on your screen will be the default coverage of the requested layer. After selecting a layer from the dropdown below, zoom in or zoom out to the desired map coverage before clicking the Add to list button."

Sir, to be able to download a layer, the Data Sharing Status should have "No Restrictions". Else you'll have to request the data directly from the data owner.
