Drop down menu for the selection of layer for downloading is not working

Hello! When I try to download layers, the drop down menu for the selection and addition of layers is not working. At first, I thought it was just my internet connection but upon checking, my connection is stable. Is there any way to fix this? Thank you!

Sir, to download a layer make sure that downloading the data is available at the link below:

http://www.geoportal.gov.ph/resources/PGPDataInventorywithSW&Trng.pdf

Download app won't work on data that are restricted or on conditional downloading.

Is there any way to download those that are tagged "conditional downloading"?
