Why is data typically restrictive here in the Philippines? Data is underutilized.

Sir/madam, Only the loaded layers that are downloadable and with no restrictions are displayed (you can download the list here: http://www.geoportal.gov.ph/resources/PGPDataInventorywithSW&Trng.pdf). The current map extent displayed or the map as seen on your screen will be the default coverage of the requested layer. After selecting a layer from the dropdown below, zoom in or zoom out to the desired map coverage before clicking the Add to list button.

If you're still having problem downloading data from the site, kindly elaborate on the problem.
