Access GP basemap through QGIS

Sir/Madame:

The .pdf instruction available online points to a broken link or returns an error. Re: http://www.geoportal.gov.ph/resources/HowtoConsumePhilippineGeoportalLayersinQGIS.pdf

Instructions on the above-mentioned link points to a file http://v2.geoportal.gov.ph/tiles/v2/PGP/%7bz%7d/%7bx%7d/%7by%7d.png that when tried to access, results to this error: 

Error: Tile does not exist
    at Statement.<anonymous> (/home/systems1/apps/pgsv2/tilestream/node_modules/mbtiles/lib/mbtiles.js:168:33)

Is there a workaround for this?

Before loading any link layer, please load any shapefile data, eg. boundaries to your GIS software.
